United Nations Security Council Approves the US Gaza Initiative
A global body has approved a plan presented by President Trump for establishing a durable ceasefire in the Gaza Strip, featuring the introduction of an international stabilisation force and a eventual path to a sovereign Palestinian state.
Unanimous Backing with Key Absent Votes
This measure was adopted by a tally of 13-0, with Russia and China abstaining. The US envoy the US ambassador addressed the UN assembly that it mapped “a new course in the region for the conflicting parties and all the people of the territory alike”.
Negotiated Wording on Sovereignty
Addition of references to an independent Palestine was the price the America agreed to for endorsement from the Arab states, who are anticipated to supply security forces for the global force.
“Interim measures that we embark on today must be carried out in following global standards and upholding Palestinian rights,” the UK chargé d’affaires affirmed.
Netanyahu's Objection Remains
Nonetheless, on the eve of the resolution approval, Israeli prime minister the Israeli leader reaffirmed his administration's strong objection to the establishment of a sovereign Palestine, casting doubt on whether Tel Aviv will permit the execution of the UN-mandated proposals.
Key Provisions of the Measure
- Swift elimination of ongoing restrictions on humanitarian aid into the strip
- Formation of an multinational peacekeeping unit
- Moves towards reconstruction and a possible “route to Palestinian independence and sovereignty”
Vague Wording and Conditions
The mention to sovereignty was a compromise addition to an first US version which omitted it. But the phrasing is unclear and conditional, declaring only that once the Palestinian leadership has implemented reforms and the reconstruction of the territory is under way, “the conditions may eventually be in position for a feasible course to Palestinian independence and sovereignty.”
Worldwide Feedback
The phrasing was insufficient of the strong guarantee to the building of a Palestinian state next to Israel requested by Arab countries, as well as European council members, but in speeches to the chamber after the decision, delegates from those countries said they were willing to endorse the agreement in the service of continuing the current truce and prompt actions to assist and secure the 2.2 million Palestinian residents in the territory.
“Algeria has ultimately decided to support of this text, a text that we support its core objective, namely the maintenance of the cessation of hostilities and the establishment of conditions permitting the Palestinian population to exercise their basic entitlements to independence and nationhood,” Amar Bendjama stated.
Implementation Challenges
The resolution grants overall oversight authority to a “peace board” chaired by Donald Trump, but of unspecified participants. The board has to update the UN but it is not obligated by the wishes of the United Nations or by the PA.
It also calls for the establishment of a Palestinian technocratic committee that is supposed to run routine management of the Gaza Strip and the delivery of services, but it is quite ambiguous who would take part.
Peacekeeping Unit Authority
The mandate of the global force authorizes it to disarm and dismantle armed groups in the territory, but it is quite ambiguous that would-be troop contributors would agree to attempt to face such factions. None of the states has yet agreed to dispatching troops.
Moreover the requirements for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been vague.
European diplomats said they considered it urgent that the identities of the specialized group to deliver services was determined as quickly as possible.
